FSC vs. EUDR: What Is the Difference for Paper Buyers?

FSC certification and the EU Deforestation Regulation (EUDR) are both closely related to responsible forest-based sourcing, but they serve different purposes. For paper buyers, understanding the difference is becoming increasingly important, especially when supplying customers in the European market.

FSC and EUDR Are Not the Same

FSC is a voluntary certification system, while EUDR is a mandatory EU regulation. FSC certification focuses on responsible forest management and supply chain traceability. It provides an independent certification framework to verify that forest-based materials are sourced through responsible practices and can be tracked through the supply chain.

EUDR, on the other hand, is a legal requirement established by the European Union. It aims to ensure that certain products placed on the EU market or exported from the EU are not associated with deforestation or forest degradation and have been produced in accordance with relevant legislation.

This means that having FSC certification does not automatically mean a company has fulfilled all EUDR obligations. FSC itself states that certification can provide a strong foundation for EUDR compliance, but it does not exempt companies from their responsibilities under the regulation.

Key Differences Between FSC and EUDR

For paper and paperboard products, the distinction is particularly relevant because wood and products derived from wood are within the scope of the EUDR. Companies involved in the relevant supply chain need to understand where the raw materials originate and whether the applicable due diligence requirements have been met.

How Does FSC Help With EUDR?

Although FSC certification and EUDR are different systems, there is considerable alignment between them. FSC standards already address areas such as legal compliance, responsible forest management and supply chain controls. FSC's assessment of its certification framework has also found strong alignment with many EUDR requirements.

FSC has also introduced additional tools designed to help certified supply chains address EUDR requirements. The FSC Regulatory Module, for example, adds requirements related to due diligence, risk assessment and information about the origin of forest-based materials.

Therefore, FSC certification can be a useful part of an EUDR compliance strategy, but buyers should not treat an FSC certificate as a replacement for EUDR due diligence.

What Does This Mean for Paper Buyers?

For European buyers purchasing paper, pulp or paperboard, the question is no longer simply whether a product is FSC certified.

Buyers may also need to understand the origin of the wood fibre, supply chain information and the due diligence process associated with the product. Working with suppliers that maintain transparent sourcing records and have established traceability systems can make the compliance process more manageable.

For suppliers serving the European market, preparing this information in advance can also help customers respond more efficiently to their own EUDR responsibilities.

EUDR Is Approaching

The implementation timeline has been adjusted, but companies should not wait until the final deadline to prepare.

Under the current EU timetable, the EUDR will apply from 30 December 2026 for large and medium-sized operators, while other micro and small operators will generally be subject to the regulation from 30 June 2027.

For companies purchasing forest-based materials, this makes supply chain transparency increasingly important.
